Riedner pays neither Moscow city taxes, nor Latah county taxes, nor yet Idaho state taxes. He's not affected personally by any decisions that he makes on Moscow's behalf. Even if we count the car which the city supplies and maintains for Mr. Riedner as a little piece of Moscow on wheels, by Donovan's standards our City Supervisor has no right to an opinion; he's just a visitor.</DIV>
