An important piece I forgot to include in my previous post:<br>

Chris is right that the hydrogeology of the sub-basin is not<br>
completely understood yet. Mostly, yes. Completely, no. To<br>
incorporate evolving knowledge as further research illuminates us,<br>
the draft calls for a five year review cycle to make sure the<br>
ordinance is as accurate as it can be. If it proves too
protective,<br>
it will be adjusted accordingly. Likewise if it is too optimistic.<br>
