<DIV>There has never been any conclusive evidence produced by a professional</DIV>
<DIV>study showing that changing a high school from three years to four years</DIV>
<DIV>benefits the community either in quality of education or costs.</DIV>

<DIV>There are also some unanswered ethical and moral questions regarding the</DIV>
<DIV>placement of 14 year old girls and 18 year old boys in the same school. The</DIV>
<DIV>school district will not allow community debate on this subject.</DIV>
<DIV> </DIV>
<DIV>School Size</DIV>
<DIV>Increasing the size of the high school and junior high schools goes against</DIV>
<DIV>what we have known for years. Smaller schools are better for the students.</DIV>
<DIV> </DIV>
<DIV>Hidden Costs</DIV>
<DIV>The Bond may be for $29 million. However, this number does not include</DIV>
<DIV>increased costs for city utilities and operation costs of the larger newer</DIV>
<DIV>high school. City utility costs for the new high school will have to include</DIV>
<DIV>water, widening of streets, traffic lights, adding sidewalks, and bike</DIV>
<DIV>paths.</DIV>

<DIV>Does not Address Major School Problems</DIV>

<DIV>This plan does not include the needs of the students.</DIV>

<DIV>It ignores the electrical failures at Moscow Junior High.</DIV>
