Well Dick, Montana just instituted such a tax voted in by referendum
and guess what? Cigarette tax revenues are down $1 million for the
first two months of 2005 over 2004 before the tax was levied. This is
due in no small measure to the fact that, in both Montana and Idaho, we
have an abundance if tribal reservations where state taxes are not
collected.<br>
<br>
As well, the tobacco tax is highly regressive in that the great
preponderance of people who smoke are in the lower income brackets. So
taxing the "poor" seems as though it would make getting an education
more difficult for those who need it to lift them up to a higher
economic strata.<br>
<br>
I'll grant you that "these people are just too damn stupid!", but there
is nothing new in that. As I say, never underestimate the stupidity of
your government.<br>

<div>I fully agree with Chris Storhok and his statement that the
Idaho legislature are the people partly responsible for the dire
straights the University of Idaho finds itself. </div>
<div> </div>
<div>One of the first dumb laws the legislature passed this session
was to continue letting blue grass farmers burn their fields and screw
the people who have asthma and breathing problems. This action could
only come from a bunch of ignorant farmers using archaic farming
methods. The state of Washington stopped this burning a few years ago
and I still see blue grass being produced there. Much of the land where
Idaho farmers are growing blue grass is marginal land that isn't much
good for anything else. What in the hell is the EPA for? Why can't they
stop this? </div>

<div>The main person responsible for the mess the university is in is
Robert Hoover. If I was being laid off I would be down there in his
office threatening him with bodily harm for being such an A** Hole. He
is the guy who needs some pressure as he is the dink who pushed the
program that was a disaster. I couldn't believe it when they reported
that one whole floor of the building they have in Boise was for his
office. What an arrogant prick.</div>

<div>It is time for me to step off this soap box.</div>
