Remember Reagan and the Equal Rights Amendment (Reagan believed in the “E” and the “R”, but not the “A”)? It missed ratification by (I think) two states. I seriously doubt that you are going to find 38 states willing to amend the US Constitution in an effort to define marriage. The American people tried once to legislate morality during the prohibition. That didn’t work and the 18<sup>th</sup> Amendment was repealed. <o:p></o:p></span></font></pre><pre><font
