Report on Draft Subdivision Code - Joel Plaskon</span></font></b></p>

face="Times New Roman"><span style='font-size:11.0pt'>Staff is in the process
of drafting a rewrite of the subdivision code and has made available a
preliminary draft to the public for review and comment, as of </span></font><font size=2><span style='font-size:11.0pt'>October 1, 2004</span></font><font size=2><span
style='font-size:11.0pt'>. The preliminary draft has been presented to
and reviewed by the Planning and Zoning Commission, has been posted on the
City's website and mailed to a long list of local development community
members in an effort to solicit input prior to the first scheduled public
hearing in front of the Planning and Zoning Commission on November 10,
2004. A copy of the draft has been provided to </span></font><font
size=2><span style='font-size:11.0pt'>Latah</span></font><font size=2><span
style='font-size:11.0pt'> </span></font><font size=2><span style='font-size:
11.0pt'>County</span></font><font size=2><span style='font-size:11.0pt'> for
consideration and input since </span></font><font size=2><span
style='font-size:11.0pt'>Latah</span></font><font size=2><span
style='font-size:11.0pt'> </span></font><font size=2><span style='font-size:
11.0pt'>County</span></font><font size=2><span style='font-size:11.0pt'> will
be asked to adopt the City's new subdivision code for administration in
the Area of City impact. Staff intends to update the October 1
preliminary draft based upon input from the public and various City Boards and
Commissions. Staff will post it on the City website again for review in
the last week of October. The Transportation Commission will review the
preliminary draft on </span></font><font size=2><span style='font-size:11.0pt'>October
28, 2004</span></font><font size=2><span style='font-size:11.0pt'>. It
is staff's intent to bring a proposal in ordinance form to the City
Council for public hearing and consideration on </span></font><font size=2><span style='font-size:11.0pt'>December 20, 2004</span></font><font size=2><span

Landscape Buffer Yards - Joel Plaskon</span></font></b></p>

face="Times New Roman"><span style='font-size:11.0pt'>A recent construction project
in the Area of City Impact and complaint from a property owner adjacent thereto
has prompted consideration of adding the Agriculture/Forestry (AF) Zoning
District to the landscape buffer yard table in the Zoning Code. The
buffer yard table in the Zoning Code is used to require landscape buffering
between land uses and/or zoning districts to mitigate the potential
incompatibility impacts. "City-type" development adjacent to
farmland can create problems for and complaints about farmers having to farm
ground up to a property line which is shared with occupants of higher density
residential developments. Adding the AF zone to the buffer yard table
would help mitigate this conflict by adding distance and landscaping between
the proposed developments and the farmland. The Planning and Zoning
Commission informally discussed this matter on </span></font><font
size=2><span style='font-size:11.0pt'>September 22, 2004</span></font><font
size=2><span style='font-size:11.0pt'>, and agreed with staff's
suggestion.</span></font></p>
