For a country brimming with “pro-family” politicians, the United States
sure is a tough place to raise a family. One recent study ranked the United
States the second-worst out of 35 industrialized countries as a place for
families. We ranked behind Bulgaria.

Now we have a historic chance to support children and families. President
Biden’s American Families Plan proposes programs such as high-quality day
care and pre-K that are routine elsewhere in the world. But “pro-family”
Republicans are balking.

“You know who else liked universal day care?” tweeted Senator Marsha
Blackburn, a Tennessee Republican. She cited the old Soviet Union,
apparently suggesting that there is something Communist about day care. So my

Connecticut Leads the Way on Prison Reform

One of the most counter-productive policies in American prisons has been
the practice of gouging inmates when they telephone families. Sometimes
inmates are charged $10 per minute for phone calls, and prisons are often
located in remote parts of a state (for economic development reasons),
making in-person family visits difficult.

So bravo to Connecticut! The legislature there has passed a measure that
would make it the first state in the country to make phone calls from
prison free. This will help inmates remain closer to families, but above
all it may benefit prisoners’ children who feel stigmatized, rejected and
isolated when a parent is incarcerated. Here again, we should be supporting
families, not tearing them apart.

Forty Years of AIDS

In June 1981 I was a summer intern on the national desk of The Washington
Post, and the science writer, Phil Hilts, told me about a new federal
report of a strange and lethal disease striking gay men. It was of course
the first report of AIDS, which I’ve covered regularly over the decades
around the world.

One overarching recollection is how cruel so many people who prided
themselves on their “values” were as long as AIDS was perceived as a
problem striking gay men. “AIDS is the wrath of God upon homosexuals,”
Jerry Falwell said. Rush Limbaugh mockingly read aloud the names of gay men
who died of AIDS and once said, “Gays deserved their fate.”

A second recollection is how little interest there was in helping people
abroad, especially in sub-Saharan Africa, tackle AIDS. George W. Bush —
paradoxically, pushed by evangelicals — reversed that with his Pepfar
program, saving millions of lives. It was the best thing he did, and one of
the best things America has done in my lifetime.

go to countries like Angola and see elites stealing oil wealth as children
starve. But let’s also acknowledge that the U.S. has been part of the
problem.

American companies have resisted transparency in contracts and in
international efforts like the International Aid Transparency Initiative.
Foreign potentates routinely invest ill-gotten dollars in American
properties, hiding behind shell companies and trusts. So I hope Biden goes
beyond lip service, requires transparency and seizes some of this wealth so
that it can be returned to the people who need it.

I cite some of the research — there’s a vast wave of it — underscoring the
enormous benefits of investing in young children. For example, one new
study looks at 4-year-olds who won a random lottery in the late 1990s and
early 2000s to attend public pre-K in Boston. Two decades later, those who
won the lottery were more likely to graduate from high school, to enter
college and to do well on SAT exams. They also were less likely to have
been jailed in high school.

It’s because of research like this that I’ve been jumping up and down about
the importance of Biden’s proposals for national day care and pre-K. This
is the most important policy proposal of 2021, and I hope Republicans will
not only give lip service to strengthening families but also their
