[Vision2020] Fwd: Moscow Public Emergency Emergency Order

Considering orders such as the one in the forwarded message below, and 
the fact that, for whatever reason the public interest attendance, at 
least, with possible participation, is denied, the question is raised of 
the equitable and wide distribution of opportunities to electronically 
connect, observe, and participate in live-stream fashion with such 
meetings, discussions, and decision-making sessions, during what would 
otherwise be public meetings.

Procedures need to be considered and promulgated that will allow and 
facilitate ready and effective connection with and communication via 
appropriate electronic channels to such gatherings, whether in person or 
electronic.

Secret meetings in dark corners of the Interwebbed Intertubes have no 
place in what otherwise would be the refreshing, cleansing, and 
sanitizing sunshine of open meetings for public government.
