I checked this art mural out up close in person just a few days ago.  I
guess
it was finished in the past month?

It is actually on the Moscow Water Filter Plant Building.

Public Art Call - Aquifer Mural

Project Description
 The City of Moscow Public Works Department and Arts Department
(hereinafter “City”) seek qualifications from mural artists for a
semi-permanent public artwork (hereinafter “Project”). The Water Filter
Plant building has been selected for a mural installation on the
highly-visible and busy intersection of Jackson and “A” Street. Artist(s)
will have the opportunity to place a painted mural of our aquifer system,
based on the image of the Generalized Geologic Cross Section Through
Pullman and Moscow (see Image I below). The intention of this Project is to
educate our citizens of the City’s water resource.

Location. North and West-facing walls on the Water Filter Plant at 120 West
“A” Street in Moscow.

Budget
The total amount of funding available for this Project is not to exceed six
thousand dollars ($6,000). Additional concessions are not offered (i.e.
room and board, daily per diem, food, art supplies, scaffolding, etc….).

Eligibility
• Either an individual artist or a team of artists may apply.
• Artist(s) living within a one hundred fifty (150) mile radius of Moscow,
Idaho are eligible for this mural.
• Insurance and a business license.

Timeline
• February 28, 2019, Submission deadline.
• March 14, 2019, Selection panel results announced to all applicants.
• March 18 through April 12, 2019, Selected artist(s) finalizes design
details in collaboration with selection panel.
• June 12, 2019, Mural completion date.
