[Vision2020] Shooter in Aurora, Illinois, manufacturing plant wasn't legally allowed to own gun

All thoughts on the wall aside, since the authorities were unable to
enforce the various gun control laws that the shooter was all too
willing to disregard, what new regulation do you imagine would have
prevented this tragedy?
