Are any of you fine people familiar with the name “Victor Anderson”?

My most recent (today) acquisition is a press photo (dated  May 27, 1980) from the Spokesman-Review . . . of Victor Anderson hosing his roof in Moscow (the one in Idaho) dated May 27, 1980.   (It must have been a slow news day.)
