Third Street bridge may be pushed back
Project is out to bid, city's proposed timeline may mean project will not be completed until 2019

The $580,000 Third Street bridge project, budgeted for construction this year, could be pushed back to next year.

Moscow Public Works Director Les MacDonald said the city sent the project out to bid with two project timeline schedules to bid on.

MacDonald said one schedule includes starting construction of the bridge this year and finishing it later in the year, or shutting the project down for the winter and completing it in the spring. The other schedule involves starting construction in the spring and finishing it in 2019.

The bridge, which will be used by vehicles, bicycles and pedestrians, is expected to span Paradise Creek and connect the Third Street corridor to Mountain View Road.

MacDonald said the bid is packaged together but contractors will provide a price for both schedules. He said the city is only a couple weeks behind its original schedule for the project.

The City Council will likely select a bid at a July 16 council meeting, MacDonald said.

He said the bids only include construction of the bridge and the immediate surroundings of the structure, and does not include the traffic-calming measures, which MacDonald said have already started.

The calming measures are expected to address safety and operation concerns brought on by potentially increased traffic on Third Street.

Some of the major components of the traffic calming plan include a 25-mph speed limit from Washington Street to Mountain View Road, sidewalks on both sides of the entirety of the corridor, and four-way stops where Hayes and Blaine streets intersect with Third.

He said crews are reconstructing Third Street from Monroe to Polk streets, which include installing traffic calming curb bulbs.

He said installing a raised pedestrian crosswalk at the Third and Adams streets intersection will be the next phase of the traffic calming project in order to avoid closing Third Street in front of Moscow High School at the beginning of the school year.

MacDonald said the rest of the measures from Adams Street to Mountain View Road will be packaged and sent out to bid shortly with the goal of construction this year.

He said traffic calming measures from Adams to Washington streets are on hold pending discussions with the Idaho Transportation Department. City staff is requesting to modify Washington Street, which is managed by ITD, in accordance with traffic-calming plans.

Although the original plan was to finish the bridge and traffic calming measures this year, MacDonald said, "We're doing as much as we can."
