Though neither the word impeach nor any of its derivatives are explicit
in the lyrics, the sentiment seems clear.

Perhaps patience is the better counsel at the moment.  It may be that
Russia rather than Ireland will be the source of relief.

Perhaps the bearer of the news will be a Russian classical piano rather
than an Irish classical baritone.
