[Vision2020] Relief for Idaho Highway Districts of responsibility for snow removal: HB 251

Probably because the 800 lb gorilla that is Ada County Highway District had such a hard time this winter.

Locally, we have some other issues, but as far as snow removal goes down we've kept up pretty well.
