In an administration where personnel flame out as July fireworks, and
the cabinet sounds as a boys' choir performing Greek lyrics, and
legislative assistance is as active as a casserole in an oven, one might
look to Newton, Nietzsche, and Einstein for estimates.  Newton said he
could calculate the orbits of planets, but not the madness of men. 
Nietzsche said that madness in individuals was rare, but normal in
groups, parties, and nations.  Einstein said the definition of insanity
is doing the same thing repeatedly, and expecting a different result. 
Electronic remote controls have existed since 1950, but governmental
responsiveness to voters appears as do dead batteries.  We need to
recycle some existing components in favor of newer, more satisfactorily
responsive components.
