Concerning the cell-phone stipend . . .
It was not Mayor Chaney that introduced this. It was Gary Riedner, the City Supervisor . . . . back on October 25, 2010.

2. Proposed Cell Phone Stipend for Elected Officials - Gary Riedner
The City has implemented a cell phone program designed to provide cell phone access to employees who are required to have cellular access as part of their employment. Previously employees were issued city-owned cell phones and utilized city cell service. As an alternative, eligible employees were given the choice of continuing to utilize city-owned cell phones and service (with no personal use allowed) or to receive a stipend which the employee would use to partially offset the cost of cell phone purchase and access. If the stipend is selected, the employee is required to provide his or her cell phone contact and to utilize their cell phone for conducting city business. Elected officials have requested an analysis to determine whether the cell phone stipend could be extended to elected officials and the budget impact of such a program. The attached Memo from Jesse Flowers, Information Systems Director to Gary J. Riedner, City Supervisor, outlines the potential program and prospective budget impacts.
