A recent study from the Oregon Department of Justice

arterly2011Handout.pdf>  addresses an issue of importance to our community.
"Emerging Research About Sex Offenders: What Judges, Attorneys, Child
Welfare Workers and Child Advocates Should Know" offers substantive, well
documented clinical research useful for professionals as well as community
members.  Steven Sitler, a fixated pedophile, has been in treatment for ten
years.  The original plea bargain charged a single offense in exchange for
the names of dozens of victims to alert uninformed parents and guardians of
his predation in their family.  He provided names, (who knows if the
self-reporting was accurate), but with the single exception of a Moscow
family who initially alerted law enforcement, not one additional parent of
victims was willing to talk to law enforcement including the parents of
victims in his immediate and extended family.  The silence of these parents,
given the scope of the investigation was described as extraordinarily unique
by law enforcement officers.  It certainly suggests that contacts with these
parents extended beyond law enforcement personnel.  Sitler was sentenced to
lifetime probation which, if found guilty of a probation violation, could
revert to a life sentence in prison.

Despite ten years of therapy by Valley Treatment Specialists

program and over a hundred counseling sessions over the past ten years with
Dr. Greg Wilson

wilson-ph-d/> , Pullman psychologist,  coupled with glowing progress reports
from both parties attesting to the court that Steven Sitler could function
well as a live in father to his infant son, they were all wrong.  The only
useful thing about the reports is the prima facie evidence of Steven
Sitler's ability to dupe even those who with specialized training and many
years of experience with sexual offenders.  Equally egregious is the fact
that Steven Sitler's parents, Dave and Roxanne Sitler and his wife Katie
Travis Sitler knew that he was having sexual fantasies regarding his infant
son and they failed to report the information to authorities as they were
required to do.  Steven Sitler no longer lives in the family home and sees
his son only when approved chaperones have direct line of sight.  His wife
and parents (having shown that they are not trustworthy) are nonetheless
retaking training at Valley Treatment Specialties to allow them to regain
eligibility - pending review by Idaho Department of Correction - to assume
the role of chaperone again.  I hope that permission is never granted. 


It is time, indeed long past time, for community members to speak out
clearly and persistently what common sense and the brains in our heads  know
to be true. Steven Sitler is not responsive to treatment; he remains
deceptive; and will always be fixated on children as his preferred sexual
outlet.  It is time to acknowledge the clear fact that the experts who have
enjoyed enormous the financial benefit from having Steven Sitler as a client
have proven to be unable to effectively treat his long standing paraphili.
There is no rational defense argument that might be offered which should
persuade the court to allow him contact with any children.  His immediate
family members have demonstrated their willingness to protect him instead of
his infant.  That foul behavior and bizarre choice should forever ban them
of any position of trust as chaperones.  His parents and siblings have
signed consent forms allowing Steven to spend time with his familial
victims.  (See above attached blank file).


When you speak out about this continuing parody of justice for the victims
and the continual enabling of the perpetrator you speak on behalf of all
prior, and arguably, future victims.  Never has it be truer that silence is
