How does that explain that it is now cheaper to fill up in Pullman than Moscow?

Ron Force's contribution of which gas stations don't pay the 32 cent per gallon tax is precisely the type of fact-based observation he brings to Vision 2020 every now and then. I still resent paying 10 cents more per gallon than is reasonable every time I fill up, but at least now I'm a better informed unhappy customer.
