Backflow Prevention Assembly Testing Requirements to Meet Cross-Connection Control Standards

March 30, 2015 (Moscow, Idaho) - The City of Moscow Water Department wants to remind residents that all irrigation systems, existing or new, must be equipped with an approved backflow prevention assembly. All installed assemblies must be inspected and tested annually by a State of Idaho licensed backflow assembly tester in accordance with state and local law.

A Cross-Connection is any actual or potential connection to the public water supply where contamination could be introduced.  Backflow is water and/or contaminants moving through pipes in the wrong direction.  It is the process through which contamination can enter the water supply.

Backflow assemblies on lawn irrigation systems must be tested within ten (10) business days of initial start-up of the system each spring and no later than June 30th.  If an assembly fails a test, the backflow assembly tester must notify the owner or user of the assembly and the City of Moscow Water Department within one (1) business day.  That assembly must then be repaired, replaced, isolated or disconnected within ten (10) business days, or water service will be terminated.  Backflow assemblies must be tagged by the backflow assembly tester.  This tag is a simple yet effective way to know whether or not an assembly has been tested.
