[Vision2020] drone sighting

Mr. Hansen has made a good case for why drone operators should be required to complete. and pass, an operator's course in order to gain a license to fly these machines.
Additionally, because these things can fall out of the sky, potentially causing damage and physical injury, the operators should be required to carry an insurance policy of no less than two million dollars. ($2,000,000)
