Law enforcement can only respond to what is reported to them.

Law enforcement is responding to these reports of domestic violence.  Some of the players are pending charges as their cases are currently under investigation.

No charges have been filed against Ray Rice because his wife refuses to pursue the matter.   Most jurisdictions will not pursue charges if domestic assault if the victim refuses to pursue the matter.  Unfortunately, this is far too common . . . since the abusive spouse is extremely controlling.

You will notice that I said "most" . . . THANK GOD for San Diego, who pursues domestic battery charges if there is sufficient evidence (i.e. videos of victim being physically assaulted in an elevator), even if the victim refuses to pursue the matter.

But, then, like you said . . . you don't give a damn.
