A water main (80,000 [EIGHTY THOUSAND] gallons per hour) in Los Angeles, broke a few months ago.  It took city crews 90 (NINETY) minutes to respond.
How soon would you anticipate crews to respond to a broken pipeline (estimated 830,000 [EIGHT HUNDRED THIRTY THOUSAND] barrels per day) in a farm field out in the middle of nowhere in Nebraska over the Ogallala Aquifer (which provides drinking water to 80% (EIGHTY PERCENT) of the midwest population?
