No!!!  It needs to be consistent.  My suggestion would be an engine hoist.  I can't think of anything else to better illustrate the point.

                                        The size thing works for the magnifying glass and the tweezers in terms of magnifying something small and grabbing on to something small.  The shovel seems out of place.  Big shovel = big wang?  It's just not that intuitive.  At least not to me.

I'll give the right side of the cartoon half credit.  Maybe nix the shovel completely or replace it with something more inline with the overall intent of the message.

FWIW, I'd actually gone googling yesterday with search terms of 'military, enlisted, officers, urinals' and got a hit on 'gender neutral restrooms in the military'.

Wall urinals with . . .
- Tweezers and a magnifying glass by the officer wall urinal.
- Shovel by the enlisted wall urinal.
Rumor had it that, prior to the availability of tweezers and magnifying glasses in the latrine, officers would simply cut hairs until they found one that bled.
