[Vision2020] Idaho Senate Bill 1254 and Idaho's citypolice chiefs

I don't see how a court can rule something to be unconstitutional unless it's a ban.  It appears that current bans in place against guns on campus is constitutional which is why the legislature is over riding it with to allow it. I don't see how a court can strike down the bill constitutional grounds but I'm not legal scholar.
