[Vision2020] Raul Labrador's view on immigration policy

In summary, Raul Labrador's view on immigration policy is:

1) Provide proper resources to enforce the immigration laws already on the books, and

2) Reform / modernize our guest worker programs in order 'to keep industries in America, and particularly in Idaho, competitive 
internationally.'  Labrador adds that by 'providing a legal avenue for foreign workers to 
enter the United States, a guest worker program is critical to secure 
the border and eliminate illegal immigration.'
