[Vision2020] The People's Right to be Heard

During last night's KRFP Call-In Forum and during the League of Women Voters Forum on October 23rd, a question was discussed regarding protocol and Mayor Chaney's handling of the Moscow City Council's discussion/vote regarding Moscow's draft non-discrimination ordinance on April 1st.

Allegations were made by Walter Steed, in a letter to the Daily News (October 21, 2013), that Mayor Chaney "abruptly called for the vote on the ordinance, precluding public input".

Just who was responsible for precluding and avoiding public input to this vital issue?
