The problem with your suggestion, Mr. Falen, is that it takes time and money to repeal a law.  Just ask House Speaker John Boehner about Obamacare.


It is a LOT cheaper and easier to simply choose not to enforce a law than to "follow procedure".  That is why there are so many ancient inapplicable laws that remain "on the books".
