<If a council member owns a business do they act in the interests of their business, or the city's?>
As long as they're operating within the bounds of the law, they can do either without legal punishment. They'll be punished at the ballot box if the public feels that they do something in bad faith for personal gain.

<If a council member works for another person, can their employer
order or manipulate them to legislate in a way that favors their
employer, or lose their financial stability? >
Possibly. There are laws on the books to protect against this sort of thing, but I'm sure it's not unprecedented that employers have ordered their employees to push for legislation that is advantageous to the employer. I think there a vast array of factors and personalities that go into something like this so there isn't a 'one size fits all' sort of solution to protect against it.

While I do see the merit in a council member being just an ordinary citizen with a job in the community, there can be problems with this because there is always a conflict of interest. My grandfather would refuse requests to run for Mayor, or even city council because he owned Tri-State. If a council member owns a business do they act in the interests of their business, or the city's? If a council member works for another person, can their employer order or manipulate them to legislate in a way that favors their employer, or lose their financial stability? An independent person with a commitment to the community would seem, in my opinion, the best way to go. There are exceptions, and one councilmember often isn't powerful enough to corrupt things that much.
However, there are conflicts of interest. Some politicians even try to use their power to make themselves wealthier in the private sector. Donovan J. Arnold

How would you like that quantified? Percent of waking hours per day?Personally, I would prefer a candidate that has a legitamate day job anddevotes more time to it and family than a shyster that that will make being
a councilman or mayor a full time job. gOn Mon, Sep 30, 2013 at 12:45 PM, Moscow Cares <moscowcares at moscow.com> wrote:

How much of a priority will the candidate assign to the people of Moscow in relation to his/her other obligations? How about it, V-Peeps? Wouldn't you want this question answered by ALL candidates?
