Take a look at question 18.

Madam Mayor called taking photos at a meeting "intimidating", and then "disruptive" after receiving the AG's opinion.

Yup, it's really disruptive and intimidating when one takes two photos while not moving from one's chair. Of course, it's just as intimidating to set up a TV camera across the room, too.
