[Vision2020] refuse bill

I want to retract what I said below. I assumed that the bill had increased arbitrarily (the new trash system). I was wrong. There was a mix-up about whose trash was whose. The city has rectified the error.

Got my city bill yesterday. Refuse has gone from 10.15/mo to 16.55. This for a family of two who produce maybe a pound of trash a week. Everything else is recycled, or composted.
