From the Community Development Director Bill Belknap:

The application contains a request to utilize an existing  private parking lot located on the west side of Jackson Street between the Cowin Residence at 517 S. Jackson and the prior Mary Jane store location at 421 S. Jackson, for the New Saint Andrews College use. For reference for those that have been in the community awhile, the subject property was used as the GTE/Verizon employee parking lot about 12-15 years ago.  The request does not include use of the public parking lot located on the east side of Jackson Street. The Conditional Use Permit is required as parking lots, public or private, are required to be open to the public as a by right permitted principal use within the Central Business District while Educational Institutions are a Conditionally Permitted Use. The application requests that the parking lot be reserved for use by NSA students, faculty and staff from 8:00 AM to 5:00 PM Monday-Friday, and open to the public after 5:00 PM and on weekends. The hearing notice included the correct date, but stated the wrong day of the week, so it will be held on Wednesday, July 31st at 7:00 PM and a corrected notice is being published, posted and mailed today to clarify the meeting date.  The application and related materials are available for review in our office at 221 E. Second Street and will be posted on the City’s website by no later than 5:00 PM this Friday, July 26th.

If an entity is going to be using the lot for their own parking exclusively, should there not be a lease with a cost attached?

Central Business Zoning District (CB).

D. Conditional Uses:

8. Commercial schools and educational institutions, with specific consideration given to traffic, parking, safety and nuisance issues, as well as cumulative impacts of and proximity to existing commercial schools and educational institutions in the vicinity and impact on availability of retail and office space, especially at street level. Applications for educational institutions shall be accompanied by a detailed, written description of plans, including present student enrollment, staff on site, site development and  future enrollment growth and any phasing thereof.

Apparently a school has applied for use of that parking lot by that school's students, staff and faculty.

Question:  Where exactly is this parking lot located (nearest cross street)

Another thing:  The notice establishes Tuesday, July 31, 2013 as the hearing date.  There is no Tuesday, July 31, 2013.

Is the hearing on Tuesday, July 30th, or Wednesday, July 31st.  I and my cameras want to know.

We have an out-of-town visitor & were strolling around downtown last evening when I saw a notice of a public hearing at the entrance of that parking lot on Jackson right by Mary Jane Butters' little shop.  I really couldn't tell much from the posted notice, and tried looking on the City's Web site when we got home.

Unfortunately, there doesn’t seem to be more information available online  ☹



Does anyone know more about this?



It’s been awhile, but my recollection of zoning requirements in the CBD is that something like this really doesn’t belong, so I’m trying to learn more.
