Notice of Candidacy Filing Deadline

July 19, 2013 (Moscow, Idaho) - A general election for the City of Moscow will be held Tuesday, November 5, 2013 to elect three City Council positions, each for a term of four years, and the Mayor position for a four year term.  In order to be considered a candidate for those positions a Declaration of Candidacy and an Appointment and Certification of Political Treasurer must be completed.  The filing period for Declarations opens at 8 a.m. on August 26, 2013 and closes on Friday, September 6, 2013 at 5 p.m.  Forms are available at Moscow's City Hall, Office of the City Clerk, located at 206 E. 3rd Street from the hours of 8 a.m. to 5 p.m. Monday through Friday.

Candidates for City elected offices are required to file a Declaration of Candidacy specifying the office sought and affirming they are a qualified city elector.  Qualified city electors must be at least 18 years of age, a U.S. citizen, their voter registration address must match the residence address provided on the candidate's declaration, and the candidate must have resided within the Moscow city limits for at least 30 days prior to submitting their declaration.  The declaration must be accompanied by a nonrefundable filing fee of $40 or a petition of candidacy signed by at least five qualified city electors with the signatures verified by the Latah County Clerk's office.  In addition, candidates must submit an Appointment and Certification of Political Treasurer form to declare a treasurer for their campaign.  The treasurer is then required to maintain and file all campaign disclosure information as outlined in the "2013 Campaign Finance Reporting Manual," available from the Moscow City Clerk.

Fundraising for campaigns may begin in advance of the August 26 filing period with the completion of the Appointment and Certification of Political Treasurer form.

Candidates will be announced after Declaration of Candidacy filing period has ended.
