If the driver is thrown from the seat, aren't they recklessly putting the child's life at risk? And you trust a juvenile with driving a car going 70MPH, but not a seat-belt? My opinion, if you're too reckless to operate a seat-belt, you have no business operating a car, take a bus or bike.

There can be a $61.50 fine for an unrestrained juvenile driver, or a juvenile driver with an unrestrained juvenile passenger. Adult passengers are responsible for their own safety restraint and may face a $10 fine for not wearing a safety restraint.
