Apparently non-existent. We don't know where the kid got the gun, though.
We need some way to encourage people to keep their weapons locked up when not in use. I don't like the idea of requiring people to have gun locks or safes, because that brings in the idea of inspections and I am completely against someone from the government having the right to inspect my home for weapons. I don't know what the law looks like in this area now, but there ought to be consequences for someone using your gun that you were supposed to have secured in a crime. If you had locked it up and someone broke into your gun cabinet, then that's a good defense against this crime. If it was left unsecured, then you should get punished in some way.
I think of it as part of the "well-regulated" clause of the 2nd amendment.
