[Vision2020] Welfare vs Minimum Wage

So if someone id 90 years old and could be a WalMart greeter, they should
not get social security?

How do you determine who is capable of working given whatever employment
opportunities exist and what constraints a person maybe under (where they
live, transportation available, health, etc)?
