[Vision2020] Gasoline vs. Electric

I'm immediately skeptical of something called an "eGallon".  I think we need a better metric.  Something along the lines of refuel cost per 100 miles.  This would have to be car-by-car, though, like MPG is.

I'm happy to see electric cars coming along, I'm just focusing on the metrics used to compare them to gas-powered vehicles.
