And just how would you suggest that such a pharmaceutical background check be conducted?

And at what level?  At the federal level?  Or at the state level?

What verification steps would you recommend?

What specific medications would become subject to such verifications? 

Would these steps be performed at the doctor's office or the pharmacy?

What standards would be established?
