The vote was 6-0, so it wasn't just 3 council members who are responsible.
Had the question been called, it takes a super majority of council members
to proceed to a vote.
Tom Lamar, Sue Scott and/or Tim Brown could have voiced additional concerns
and forced public testimony. Had that not worked and the question been
called it would have required a 4-2 vote to force the question. If it went
3-3 then the Mayor could have broken the tie (though not necessary as a
supermajority is required).
Don't put the blame strictly on Carscallen, Steed and Krauss. If you want
to be pissed at someone, be pissed at the WHOLE council, not just 3.
