[Vision2020] Shooting or scam

Both universities on the Palouse have implemented emergency notification systems for students, faculty, and staff that send alerts to mobile devices. This is a response to various campus shooting incidents, but is used for other situations affecting health and safety. My wife got a text the other day about a power outage. Remember the criticism the UI got over Benoit, and a shot fired into a dorm window? Expect more alerts about all and sundry. CYA.
