He was asked a question of 'What are the essential qualities of a leader?' and he answered, much more that you highlighted in this installment of your 'Say What?' segment.
In terms of changing positions, both Romney and Obama have done this so it's a wash.

For Romney, who changes his position on issues quite regularly, to state that unwavering on one's convictions is a trait of a leader is hypocritical at minimum.
Let's put it this way . . .
If, after asking Romney a question, you don't like the answer, wait five minutes and ask him again.

It makes sense to me when talking about one (of many) leadership qualities of a president or governor who would need support from members of an opposing party to push forward policy changes.
