[Vision2020] Huh?

It probably depends upon whether "middle income" means the arithmetic mean (sum of AGI / number of tax returns), or the median (sort the numbers by AGI from smallest to largest and pick the middle one).  Very likely they are two vastly different numbers.  I have no idea if $200,000 is near the arithmetic mean or not, but it is definitely not the median value.
