He can serve as an elected official and pass laws and ordinances , but he can't vote in elections in Idaho, since he has a Washington driver's license...Hmmmm.

Tim has been a respected and productive member of the community since decades prior to 1992. Where he's living at this particular moment has little bearing on his effectiveness as a council member. You might even consider him for a potential role model.
