They were also going to have props 4, 5, and 6. However, most their supporters cannot count that high.

The point is that government is so inept you can't trust them with anything. Not even education. That's why the Republican candidates are running for government. They want to fix it by cutting it; so that all government officials can have high paying jobs where they don't really do anything.
