Uh, the mailer was from an NGO. Not government. 
However, to the extent that Idaho has been run by a good ol' boys club for decades and is basicallya single party entity, it stands to reason that government here is inept. There is no check and balance.
If people would realize that going to the polls and filling in the box for every republican listed is doing no one (except the status on top) any good at all. 
Hence, it is not government that is at fault, but the gullibility of the electorate.

The point is that government is so inept you can't trust them with anything. Not even education. That's why the Republican candidates are running for government. They want to fix it by cutting it; so that all government officials can have high paying jobs where they don't really do anything.
