Mr. Hansen,
 
They do test for legal drugs all the time, even with a prescription. I have a prescription for ultram, I cannot work on it legally, but I have a prescription and can take it off duty. I also get tested for alcohol--which is legal.  
 
Are you assuming she doesn't have a prescription for it, that she is a drug abuser and stealing medications? What evidence do you have of this claim? None! Unless you have access to her medical records, otherwise you don't know anything, Mr. Hansen.
 
Second, if it isn't her draw and her desk, but the city's, and thus anyone is free and legal to explore in it, as you claim, how would the ladies know it was her drugs? Obviously anyone can go through it and put something in there if anyone can take it out. Unless, it was locked up, and in a locked room, that was assigned for her things with a reasonable expectation of privacy. 
 
You are full of accusations that everyone is a lawbreaker.  You are out with the guillotine already, and you don't yet have a single fact pinned down. You depend 100% on a newspaper for what little information you have. 
 
Again, why were these volunteers going through a resident's personal belongings while she was sleeping? Just because the city of Moscow owns it doesn't mean anyone can go through her personal things. Does she have no privacy at all from these woman, in your opinion?

She would then have a prescription for the medicine, Mr. Arnold, and her system would not have been tested for the presence of the medicine found in city property (the desk).
