Concerning the cell phone stipend . . .

It was proposed by Walter Steed and passed by a vote of 3 ayes, 2 nays, and 1 abstention (although city code requires a majority of those PRESENT).

So, within one week, the cell phone stipend was proposed in the PWF Committee and unlawfully "passed" by the Moscow City Council . . . at a time when everybody else was tightening their budgets, right Walter?
