[Vision2020] PR - Seatbelt Enforcement Mobilization

Is there any special reason that an "unrestrained juvenile driver" faces a fine of $61.50 and not some round figure like $50 or $100?  Or is the base amount $50 . . . plus an $11.50 donation to the annual "City Clerks Gone Wild" lambada in Cancun, where clothing is always optional?
