[Vision2020] Novel idea for gun permits

Based on practices used in issuing hunting and fishing licenses, I propose
that gun permits be issued with target restrictions.

 

So, for a certain fee-say, $3000, you can only carry and *use* a particular
gun if the target is-let's say-a terrorist in the act of killing people. For
another fee ($2500), you are allowed to shoot mass murderers during shooting
sprees. Etc. And for $12,000,000 you can shoot at whatever you want. $5.00
permit gets you the right to shoot tin cans. $10.00, birds. An so on.  Seems
like a good way to regulate firearms, still have the right to own and carry
them, and make a buck.
