[Vision2020] who pays for Megaload cops?

Yes, I, thought so.
I believe I read the other day that Exxon wanted more police in Moscow and
agreed to pay the overtime for those officers. Now I can't remember where I
read this but either on V2020 or in the newspaper. Maybe someone else can
recall that that was what was said?
