[Vision2020] The Moscow Volunteer Fire Department

Why do they call it the fire department, shouldn't it be called the anti-fire department? I don't see the department of education being called the illiterate department. Or the police station called he crime department, or hospitals called the injury department. 
 
It ain't a department either. It is the entire thing. It isn't like the hoses are in a department, the engines in another, the ladder and water at another. 
 
Fire is only one thing that it does. It ought to be called the Emergency Response Station.
